The Driver CPC (Certificate of Professional Competence) is for HGV / LGV and PCV drivers who drive professionally throughout the UK. It has been developed as a requirement of the EU Directive 2003/59, which is designed to improve the knowledge and skills of professional HGV / LGV and PCV drivers throughout their working life. This affects all LGV / HGV and PCV professional drivers.

There are two parts to the legislation:
- The Initial Qualification that must be achieved by new HGV / LGV and PCV drivers along with their vocational licence to enable them to use their licence professionally.
- Periodic Training, which involves all professional drivers undertaking 35 hours of training every 5 years.
This means that as well as a vocational driving licence, lorry, bus and/or coach drivers who drive professionally will have to hold a Certificate of Professional Competence to continue to work in the industry. This periodic training is required for new and existing drivers.
Driver CPC came into force on 10 September 2008 for PCV drivers and will come into force on the 10 September 2009 for LGV drivers. These implementation dates apply to all EU member states.
